Industry Specific ComplianceThe Jharkhand State Electricity Regulatory Commission (JSERC) on October 17, 2025, issued the JSERC (Terms and Conditions for Appointment of Consultants) (First Amendment) Regulations, 2025, further to amend the JSERC (Terms and Conditions for Appointment of Consultants) Regulations, 2024.

This shall come into force from October 23, 2025.

The following has been stated namely: -

• Regulation 4 shall be substituted, “4. Period of Engagement: -Consultant shall be engaged for a minimum period of one year. However, the period of engagement may be extended time to time based on the satisfactory performance of the consultant as well as on the necessity/requirement of the Commission.”.

• In regulation 4, a new sub clause 4.1 shall be inserted - “4.1 Any Consultant either corporate/institutional or staff consultant shall be disengaged for any kind of misconduct, dereliction of duty, unsatisfactory service or non-requirement of service by the Commission.”

• In regulation 7, a new sub clause 7.4 shall be inserted - “7.4. The minimum age of the consultant as on 1st April of the year of advertisement shall not be below 30 years; provided that no Consultant would be retained in the Commission after attaining the age of 70 years.”

• Clause 7.5 shall be substituted, it states that Staff Consultants will be categorized into four groups (A–D) with consolidated fees ranging from ₹20,000 to ₹1,00,000 per month based on qualifications and experience. The fees may be revised every three years with a 10% escalation or as deemed appropriate by the Commission, and in exceptional cases, an additional fee of up to 25% may be approved.
